APPLICATIONS

MC2009/0666: IPS International, Northbank House, Sir Thomas Longley Road, Medway City Estate: To provide an outside training area for apprentices destined to work in the construction industry. Proposal will require the on-site erection of a steel frame and siting of 2 shipping containers. A security fence will also be installed. This proposal will necessitate the removal of a number of car parking spaces at site position indicated.

After discussion, it was agreed to object as follows:

Frindsbury Extra Parish Council objects to this application, for the reasons given previously:

“Frindsbury Extra Parish Council objects to this application. At the public inquiry  for the local plan the Inspector allowed development on this site for 280 units. Following acquisition of the site by Crest Nicholson 450 units were originally proposed but were finally reduced to 375. This application is now increasing that number by 7. There may in the future be another similar application, further increasing the number of units, which would be difficult to resist if this application was granted. The Parish Council accepts that permission has been given for 95 more units than were in the Local Plan (an increase of 34%) but considers that to be the finite number for this development.
 
In addition the Parish Council is of the opinion that to increase the number of 2 and 3 bed units at the expense of larger family 4 bed units is a reaction to the present economic climate that will compromise the ability in the future of residents to acquire larger properties as their families grow and is also detrimental to the social mix of future residents in the parish.”

The only difference is that the increase is now one less. The Parish Council still views this as an increase by stealth. In addition, plots 282 and 283 do not appear to be provided with garages. It is naive to think that the purchasers of these plots will not have cars. Parking on new developments always becomes a problem once all houses are occupied and some parking provision should be made for all dwellings.

MC2009/0671: Plot 1, Anthony’s Way, Medway City Estate: Variation of conditions of planning permissions MC2003/1301 (construction of park & ride car park with ancillary building; non food retail warehouse with ancillary builders yard; garden centre & car parking; & engineering & other works including land reclamation), MC2007/0238 (variation of condition 18 of planning consent MC2003/1301 to allow a wider range of goods to be sold being; crockery, glassware china and kitchenware; books and stationery; mobile phones; and televisions, video recorders, dvd players, hifis, microwave ovens, ovens and similar new DIY electrical equipment) and MC2007/0239 (variation of condition 19 of planning consent MC2003/1301 to allow sub-division of retail unit into separate units of no less than 929m2

No objection, subject to there being no detrimental effect on the proposed park and ride.

The Clerk was asked to check that the Section 106 monies for traffic lights on the Sans Pareil roundabout were still in place and to ask about the intended nature of the proposed retail units.

Allotment Water Supply

The Clerk reported that the pipe work at the main tap had been damaged, apparently as an act of vandalism. She had instructed a plumber to effect repairs.

Goal Post, Recreation Ground

The Clerk reported that the old goal post on the upper level had been vandalised and that she had made arrangements for its removal. The concrete that had supported the uprights would be dug out and the hole filled.
