Refusal:
The proposed development will result in the loss of part of the lake within Medway City Estate and thereby the loss of an increasingly significant wildlife habitat that clearly has bio-diversity importance. In this respect there is now evidence submitted that the bio-diversity assessment undertaken as part of outline applications MC2005/0586 and MC2005/0587 might have been incomplete. No significant mitigation proposals have been put forward in respect of part of the loss of this important wildlife habitat. The proposal is therefore contrary to the provisions of Policy BNE37 of the Medway Local Plan 2003 and Policy EN8 of the Kent and Medway Structure Plan 2006.

The temporary classroom hereby approved shall be removed from the site no later than 5 years from the date of this permission and the land restored to its former condition.
Reason 1. Temporary consent is granted as this is what the applicants have applied for the and the nature and appearance of the building is such that the Local Planning Authority would not be willing to allow their permanent retention on site.
