What is a Neighbourhood Plan?
A Neighbourhood Plan is a community-led planning document that gives local people a direct say in how their area could develop in the future.
It was introduced under the Localism Act 2011 in England and allows parish councils, town councils, or designated neighbourhood forums to shape development within their local area.
A Neighbourhood Plan is a way for local people to have a real say in how their community develops in the future. It’s created by the Parish Council (with input from residents) and helps shape things like:
- Where new homes, shops, or community facilities could go
- What new buildings should look like
- Which green spaces should be protected
- How the area should grow while keeping its local character
Once it’s been agreed through a community vote (a referendum) and approved by Medway Council, the Neighbourhood Plan becomes a legal planning document. This means it must be taken into account when future planning applications are decided, giving the community genuine influence over local development.
A Neighbourhood Plan can’t stop all development, but it can guide where and how it happens, making sure it meets local needs and fits with the community’s vision for the future. It also cannot conflict with national planning policy or the local authorities Local Plan.
