Annual General Meeting of Present : Ade Dixon, Jane Higgs, Bill Temple-Pediani, Jackie Smith Also Present : PCSO Sean Brooks Apologies : Lisa Croombs Meeting Opened @ 8:02 Chairman’s Opening Remarks – Ade Introduced PCSO Sean Brooks, who advised us that John Fallon had now replaced Caroline Pope. Sean spoke about antisocial behaviour that had been going on in the car park next to AVC and asked us to report any further antisocial behaviour within the village, if seen, to him. Things like speeding vehicles should be reported to 01634-8912055. Problems with parking – Sean said that has put letters in homes in Galleon Way stating that vehicles are not allowed to park on the pavements and that the police will be monitoring vehicles in the village on a regular basis. Double yellow lines – these are dealt with by Medway Council. The mobile unit which used to come to Upnor is now closed, but Sean runs a surgery at Wainscott Memorial Hall every other week between 10am – noon and he is hoping to include an hour’s surgery in the evening at a later date. The next surgery is 7th May. Ade said that there were 19 people at the meeting this evening, including the committee and thanked everyone for attending. He read the minutes from last years AGM, Tony proposed and Bill seconded. Treasurer’s Report – John said that we had opened the year with a balance in the bank of £382-81 and closed with a balance of £859-89. We had taken 830-00 from the quiz night, 55-00 from the open Garden event in Schooners, £514-00 from the cricket match and £333-00 from the last quiz night. Raffle prizes, and costs for food had to come off these figures. Overall, the URA had made donations to charity of £560-00 over the past year which was very good. Our last donation was £50-00 to The Arethusa Old Boys Association and John had received a letter of thanks saying that their next meeting and will be on Sat 6th Sept @ AVC and if any of the committee or residents would like to come along and meet them in the afternoon that we would be very welcome. John said that the books can be inspected. Ade said that if anyone had any ideas for charitable donations or expenditure within the village to let the committee know. Liz Hulf said that the mother & toddlers group within the village had thanked her for our last donation to them. Figures proposed by Liz and seconded by Jane. Planning - Sandacres (MC2007/1904) – Jane said that she had checked Medway Council’s website today and that the status was still ‘Delegated’ and no decision has yet been made re the proposed plans to build 35 homes. Bill said that he’d also spoken to the council re this proposal and as yet they didn’t have a reply for us. There is already planning permission approved to build 9 homes on this site. Bill said that Admirals Place residents had concerns over the ransom strip of land which is still owned by the Pattman family. Bill had spoken to Medway Council re Fleet House, Lower Upnor which again is owned by the Pattman family. Could this or some of Sandacres be used as a public car park ? Admirals Place has no lighting on the communal parking areas – Bill said that when installed it needs to be done as neatly as possible and he is hoping that Bulkhead lighting will be used so as not to shine too brightly into resident’s property. Derek Evans asked Bill if the Bulkhead lights had been confirmed yet and Bill said that they had not. Bill confirmed that he is still waiting to hear from Medway Council as to when the roads on the new estate will be adopted by them. MOD Land – Medway Council don’t know what’s happening to this land at the present time. Tony asked Bill to confirm that it was not URAs idea to have a public car park but his own idea, which Bill did. Web Site – Ade said that we had to close the Upnor Residents web site because porn was some how getting onto it & that we are at some point hoping to set up another site. Tony said that the Parish Council have kindly agreed that at the moment we can use their site and have our own page on their Parish Council web site (www.frindsburyextra-pc.gov.uk). Newsletter – The latest Newsletter had been delivered 14 days ago. Crime/Antisocial – During the past year there have been people camping on the beach and up on Beacon Hill, stolen cars, cars broken into, and a vandalised car. Sean confirmed not to do business with anyone who cold calls and to always ask for ID before letting people into your homes. Sean said that there had recently been a spate of car vandalism in Upper Upnor. If you see anything that is a non-emergency, phone 01634-89105 Parish Council – Geoff said that if anyone has any posters about up and coming events to give them to him and he will put one on each notice board. Jane asked Geoff to pass on our thanks to the Parish Council for the benches and turf on the village green in Lower Upnor, which everyone agreed was an improvement. Social Events – Yve said that there had been two quiz nights held during the past year and a cricket match, all of which were well attended by villagers. Yve thanked all of the helpers and AVC for letting us hold the quiz nights there and for providing some lovely food. Any other Business – Liz Hulf has unfortunately resigned due to other commitments and Ade thanked her for her contribution to URA over the past few years. Election of Officers (2008 to 2010) – Ade reiterated that a new Chairperson and Secretary were needed as he and Jane had now held these positions for 2 years. He had received a couple of proposals, but these had been withdrawn. Derek Evans proposed himself as Chairman and was seconded by Yve and Debbie Charlston proposed herself as the Hon. Secretary and was seconded by Rita.
