It was proposed by Cllr Mrs Coomber, seconded by Cllr Miller and agreed that the minutes of the meeting held on 27 September 2007 be signed as a true record, with the following amendments: C/09/07/12(227): “signs” to read “sign.”
C/09/07/15(230): insert “and” between “Villager bus” and “Inspector”. |

After discussion it was agreed to object as follows:
Frindsbury Extra Parish Council objects to this application. It is considered the proposed front elevation, which would be a precedent on this estate, would be detrimental to the street scene. The creation of a brick wall on the boundary with the next door neighbour on what is at present an open frontage may well be some loss of amenity to the neighbour. The Parish Council is also concerned at the loss of parking provision for one vehicle. Parking is a problem on this estate and complaints about this are received regularly by both the Parish Council and the Upnor Residents' Association.

WEBSITE
The Chairman suspended the meeting to allow Mr Stanley to speak.
Mr Stanley gave his report:
In the past 12 month rolling period, we have had some 23,822 hits on the Frindsbury Extra Parish Council website. For the last complete month of September 2007, the statistics counted 1,697 hits. [Note: A proportion of these hits were from me, as Webmaster, accessing the site to upload information or check web site consistency, plus numerous internet 'robot crawlers' visiting the web pages gathering data for indexing or to populate search engines directories.] The most popular viewed web pages during the month of September 2007 were the Links; the More About the Parish; and, the Local Walks web pages. Recent additions have included new photographs of Upnor High Street , Temple Mill Primary school new logo as well as Parish Council meeting documents. Visitors to the website that used internet search engines (rather than typing in the address direct) used this search term the most: “ Temple ”, “School” and “Council”.
Cllr Etheridge asked about links to other sites and would liaise with Mr Stanley in reviewing them.
The Chairman thanked Mr Stanley for his attendance and report and re-convened the meeting.

Upnor Residents Association
Cllr Hicks reported the Association was holding a Quiz Night on 10 November at the Arethusa Venture Centre and the Parish Council was being asked to provide a team. The new house in the High Street would be featured in the television programme “Grand Designs”.

Environmental Enhancement Project
Cllr Hicks reported on the last meeting of the partners. Marcus Cato of the McComb Partnership had presented his costings report and this had been discussed. It had been agreed that professional help was needed with the planning application as various statements would need to be submitted as part of the application. Cllr Hicks proposed that a planning consultant be engaged, at a cost of up to £1,000. This was seconded by the Chairman and carried unanimously. The Clerk was delegated to deal with the matter.

Royal British Legion Poppy Appeal
It was proposed by Cllr Coomber and seconded by Cllr Mason that a grant of £100 be made. Cllr Etheridge proposed an amendment that a grant of £250 be made. This was seconded by Cllr Ribbons. Being put to the vote, the motion was carried by 6 votes for, none against and 2 abstentions. The grant made under S137 of the LGA 1972 (cheque 101090)

Recreation Ground and Hedges
The Clerk reported that Green Acre Landscapes would prune the Brompton Farm Road hedge in sections as it would be more than a day's work and would charge at a daily rate. Once down to 5 ft future maintenance would be easier.

Police Liaison Committee Representative's Report
Cllr Miller said that no meeting had been held. He reported that the Kent Police Authority was holding a conference on what women wanted from policing and that a “Safer Autumn” campaign was being run.

Cllr Miller had had no reports of any crime.

Speed Watch
A meeting for members of Allhallows, Frindsbury Extra, High Halstow, Isle of Grain and Stoke Parish Councils and their volunteers had been arranged for Friday 9 November at 7.30 pm in High Halstow Recreation Hall. The police had asked if Cliffe and Cliffe Woods Parish Council could be involved. After discussion it was agreed the Clerk contact the Clerk to Cliffe and Cliffe Woods and invite one or two representatives as observers, as it was known they had passed a resolution not to be part of the scheme.

DATE OF DECEMBER MEETING
The normal meeting date of the fourth Thursday in the month would be on 27 December. It was agreed the meeting should be moved to another date and after discussion it was agreed the meeting would provisionally be held on Tuesday 18 December.
