MC2007/1147 : Land to the West of Eastern Bypass A228/A289 (to the south of Hoo Road), Wainscott: Application for approval of reserved matters [external appearance, landscaping, siting & design] pursuant to outline application MC2005/0671 relating to Phase 1a (public open space)
After discussion, it was agreed the Council respond as follows:
Frindsbury Extra Parish Council has no objection to what is being proposed according to the plans as submitted but would make the following comments:
The Parish Council believes some play equipment for younger children should be provided on the area designated informal play and asks there that sufficient space is also provided in this area for a possible football pitch. The Parish Council believes these were part of the development brief. The Parish Council is also disappointed the skateboard landscape appears no longer to be provided. This was part of a previous application by a different developer and was welcomed by the Parish Council. The Parish Council would like to see natural features provided on the informal recreation area to add interest and provide additional play facilities for children. Reference is made to Shorne Country Park in this respect.

MANOR FARM
The Chairman suspended the meeting to allow the representatives of the Church Commissioners and from Medway Council to speak.
It was explained that the whole site was a conservation area and that the tithe barn was a mediaeval Grade I listed building. Over recent year it had been subject to vandalism and attempted arson and it was important to restore and conserve the barn and its surroundings. In order to do this it was proposed to develop an area of the site with high quality housing. Access would be from Frindsbury Hill. The number of the houses would de dependent on the amount of money needed to restore the barn and associated buildings. The rest of the site would be sold to another organisation and negotiations were in progress with an environmental charity. This would preserve the barn and the landscape for the future. Access to the barn would be from Parsonage Lane.
During discussion various points were made, including the value of the view from the top of Frindsbury Hill; the importance of establishing the maximum permitted number of dwellings, to preclude unwanted expansion of the development; traffic movements in Parsonage Lane; recreation facilities.
The Church Commissioners team concluded by thanking the Parish Council for the opportunity to speak to them and by saying they wished to have continuing dialogue with the Parish Council.
The Chairman thanked both them and the representatives from Medway Council for their attendance and reconvened the meeting.
