MINUTES OF THE ANNUAL PARISH MEETING HELD ON MONDAY 24 APRIL 2006 AT THE MEMORIAL HALL, HOLLY ROAD , WAINSCOTT AT 8.00 PM
PRESENT:
Cllr D Coomber, Chairman; Cllrs G Bird, Mrs N Bird, Mrs P Coomber, Mrs J Etheridge, B Hoskin, P Hicks, T Mason, G Moore and D Miller; Jenni Davis and Lana Harber, Medway Council; 2 parishioners.
APOLOGIES:
Apologies for absence were received from Cllr G Etheridge.
The Chairman welcomed everyone to the meeting. The Clerk read the minutes of the last Annual Parish Meeting.

MINUTES OF THE ANNUAL PARISH MEETING HELD ON 23 MAY 2005

The Minutes of the Annual Parish Meeting 2005 having been read, it was proposed by Cllr Hicks, seconded by Cllr Bird and agreed they were a true account of that meeting and were signed by the Chairman.

ACCOUNTS
|
|
|
The Financial Statement of the Parish Council's Accounts for the year ended 31 March 2005 and the Draft Accounts for the year ended 31 March 2006 were received.
No questions were asked.

ANNUAL REPORT

|
|
The Council's Annual Report for 2005/6 was read. A copy is annexed to these minutes. No questions were asked.

OTHER BUSINESS AT THE CHAIRMAN'S DISCRETION

|
Cllr Miller wished to draw attention to a fraud involving false claims of non delivery of parcels to residential addresses.
|
The Chairman then introduced Jenni Davis and invited her to give her report.

YOUTH REPORT
Miss Davis introduced Lana Harber, also of Medway Council's Youth Service. She outlined her remit and then went on to speak about the Youth Club that met on Fridays in the hall. There was a membership of 90, with an average of 24 attending each week. The area was unfortunately attracting youth from an area of Rochester , who were under a dispersal order in their own area.
Cllr Mrs Hoskin raised the matter of the youth shelter and a lively debate followed.
Cllr Hicks congratulated Miss Davis and her team for their work over the last 12 months and for their success in getting the youth club up and running. He commented that the police view was that the dispersal order had not been successful as it had applied to too wide an area.

The Chairman thanked Miss Davis for her report. He reiterated the good work that she and Ms Harber were undertaking. He wished to thank his fellow councillors and the Clerk for their support over the last twelve months.
Cllr Mason proposed a vote of thanks to the Chairman for the work he had done during the past year. This was seconded by Cllr Mrs Etheridge.
The Chairman then thanked Miss Davis, Ms Harber, councillors and parishioners for attending and closed the meeting at 9.12 pm
