MINUTES OF THE ANNUAL PARISH MEETING HELD ON MONDAY 23 MAY 2005 AT THE MEMORIAL HALL, HOLLY ROAD, WAINSCOTT AT 8.00 pm
PRESENT:
Cllr D Coomber, Chairman; Cllrs G Bird, Mrs N Bird, Mrs P Coomber, G Etheridge,
Mrs J Etheridge, P Hicks, Mrs B Hoskin, T Mason and D Miller: Jenni Davis, Medway
Council; WPC Wendy Knight; PCSO John Hucks; 5 parishioners.

for absence were received from Cllr G Moore.
The Chairman welcomed everyone to the meeting. The Clerk read the minutes of
the last Annual Parish Meeting.
1 MINUTES OF THE ANNUAL PARISH MEETING HELD ON 28 APRIL 2004
The Minutes of the Annual Parish Meeting 2004 having been read, it was proposed
by Mr T Archer, seconded by Cllr Etheridge and agreed they were a true account
of that meeting and were signed by the Chairman.
2 ACCOUNTS
The Financial Statement of the Parish Council’s Accounts for the year ended
31 March 2004 and the Draft Accounts for the year ended 31 March 2005 were received.
No questions were asked.
3 ANNUAL REPORT
The Council’s Annual Report for 2004/5 was read. A copy is annexed to these
minutes. No questions were asked.
4 OTHER BUSINESS AT THE CHAIRMAN’S DISCRETION
No maters were raised.
The Chairman then introduced WPC Wendy Knight and invited her to give the police
report.
5 POLICE REPORT
WPC Knight addressed the meeting. She had been responsible for Wainscott in
addition to the villages on the Peninsula for almost a year. There had been
problems with youth in Miller Way and outside Wayne Court, which had now almost
stopped. The major concern was now the behaviour of youth in the recreation
ground. She congratulated the Parish Council for installing the first youth
shelter in her beat area. She knew there were some problems but although it
could not be proved, thought they were probably the result of youths from outside
Wainscott who were subject to a dispersal order in their own area. She referred
to crime statistics and said that criminal damage accounted for a third of all
crimes reported in Wainscott and Frindsbury. Cllr Etheridge asked what was the
detection rate and how many were actually charged. WPC Knight replied that she
did not have access to those figures.
WPC Knight said that under recent legislation several motorised bikes had been
seized in the previous few months.
Cllr Mrs Hoskin referred to youths on the hall roof and PCSO Hucks gave some
advice on preventative measures. The Chairman asked that the police, PCSO and
Medway Community Safety Warden to keep an eye on the situation.
Following a question by Cllr Etheridge, a general discussion on the youth shelter
followed.
The Chairman thanked WPC Knight and PCSO Hucks and introduced Jenni Davis of
Medway Council’s Youth Service.
6 YOUTH SERVICE REPORT
Miss Davis described her remit. She was part of the detached team, working on
the Peninsula. She had undertaken a profile of the area, and was looking at
the whole strategy of what could be provided. She was able to bid for Section
106 funding from developers and thought there would be sufficient to run a summer
scheme. She wished to build on youth issues with the involvement of the local
community. She was training volunteers and hoped to start a youth club to run
in the hall on Fridays. She worked with 11 to 16 year olds.
Cllr Etheridge referred to the dispersal order mention by WPC Knight and asked
if the youth affected could be prevented from attending a youth club in Wainscott.
Miss Davis said it would be difficult to stop them. Cllr Mrs Etheridge said
the youth club run in the Halling Community Centre operated a membership scheme.
The Chairman thanked Miss Davis for her report. He wished to thank his fellow
councillors and the Clerk for their support over the last twelve months.
Cllr Mrs Coomber proposed a vote of thanks to the Chairman for the work he had
done during the past year.
The Chairman then thanked WPC Knight, PCSO Hucks, Miss Davis, councillors and
parishioners for attending and closed the meeting at 8.52 pm
